Problem with URL

hi i have the url.php like this
<a href="$row[url]" target="_blank"><img src="img/browser.jpg" width="15" height="15" border="0"></a>

sometime work some else i take that result

<a href="$row[url]" target="_blank"> </a>
it miss the image file with text work fine why this ?

Check the HTML that is produced. Maybe the path to the image is wrong.

Do you mean that the code for the image isn't even appearing or like Carbonize said?
Also, what script is this from?
