Can I upload an image and to change the attributes?

When I go up an image it is with the attributes CHMOD 600 but to be able to see it enlarged he/she should have CHMOD 644.

For default when going up the image leaves it as CHMOD 600

The directory public and temp already have CHMOD 777

As and where I can make some modification so that when going up the image he/she leaves it as CHMOD 644?
