Animated Counter Will Not Increase

As claimed in the topic, my Animated Hit Counter will not Increase. I dont know what i am doing wrong, but if I upload the file.txt (into the pages folder) and it says I am the owner, it wont access it unless i change the CHMOD to 666 or higher. But if i delete the file, and let the script create the file itself, it creates it with the owner as "Apache" and it wont increase, nor can i change it to chmod 666 because i am not the owner.
