Our guestbook will only allow so many characters in the guest's e-mail entry. How do I change this?

I know this is probably a basic question Set up for advanced guestbook says when allowing visitors to upload images ....."To use this upload feature you have to turn SAFE MODE off in your php.ini."

I do not know what or where php.ini is. Can someone please tell me?
