Alright, after too many hours I figured out the Lazy Dumb Guy solution:
If you put the PHP code in a table anywhere on your page, a purple outline editor box will appear after you save the page. From there you can click on "HTML," click on "body" and then you can drag out the tiny box that references the PHP code and place it wherever you want.
When you design with GoLive, generic object boxes represent where your images, text, etc. will go on the page. For example, if you want a picture, you drag out a box and reference that box with your picture. GoLive then codes all the crap automatically. For no-nonsense sites I think it's a good program. For something state-of-the-art I don't think I'd use it.
What was confusing me was finding the damn little box for the php code. There may be a way to just edit the poll template in your control panel when you use GoLive. But because all the basic items that go on a GoLive page have to be represented by one of those object boxes, it was giving me fits.
Anyway thanks for the input Auron. I've read your other posts, which have been helpful in the past.

Poll works fine by itself on a separate page, but I want to place it in a page already designed with Golive. Every time I insert the code it screws up every table on the page. Can I add something to the template to put it in the exact spot I want?
Thanks
