Log in, go to templates and find the header template.
Then, add a link to your css file in the head tag.

Log in, go to templates and find the header template.
Then, add a link to your css file in the head tag.

And yes...if there's a line before <html> tag mentioning doctype, delete it because valid pages cannot have colored scrollbars and that part helps the page be valid.
