Are these possible with Advanced Poll?

I wonder if it is possible with Advanced Poll to integrate the powerful feature sets of the Twiki PollPlugin (http://twiki.org/cgi-bin/view/Plugins/PollPlugin) and PeerPlugin (http://twiki.org/cgi-bin/view/Plugins/PeerPlugin).

1) The PollPlugin handles Polls:

* multiple polls (each one has its id)
* the users are "anonymous" (their vote is stored with an MD5 id)
* all votes are attached at the end of a topic (the same or a different one)
* you can vote several issues together
o you can show the cumulative rank (e.g. you can have 3 preferences counted together)
* only last vote of each user's is counted
o each user can change his/her mind and vote again
o or even cancel his/her vote (by doing an empty vote, if allowed)
* you can select the allowed voters with (ALLOW/DENY)TOPICVOTE
* all the ex-aequo winners can be
o collected together (I like it this way smile )
o or listed separately

2) And the PeerPlugin enables users to rate any topic for Quality of content and Relevance of the topic across their relevant community. Several display methods are provided:

* A star rating is inserted in the topic header
* A Review link on each topic shows a list of the current reviews
* A link on a user page shows a list of reviews made by that person
* A ratings statistics topic shows an overall summary of reviews by topic

This plugin also allows members of the community to rate any web page - and can be used to focus attention on the best (and worst) pages out there.

Is an integrated approach is possible with Advanced Poll because I am searching something in php. Or is there someone who wants to volunteer for a nonprofit cause to develop such a module? Thanks!
