Problems with Russian language

I'm upgrading from 2.4.2 to 2.4.3 and now have a problems. I can read gb enteries but can't read service command. Seems main reasons - system codes. In lang/codes-russian.php you can see line <META content="text/html; charset=windows-1251" http-equiv="Content-Type">, in lang/russian.php <meta http-equiv=\"Content-Type\" content=\"text/html; charset=utf-8\">
I'm not sure but seems GB have conflict between 2 different systems of codes.
All my site made for windows-1251. If I change metas in russian.php to charset=windows-1251 I can read all service commands but can't read enterys.
Please help me.

OK, now everything is fine. I'm add to header.php line <META content="text/html; charset=windows-1251" http-equiv=Content-Type> and made windows-1251 in all language files.

You could of just changed the line in lang/russian.php

May be better did it in downloaded package at this site. I'm not sure that I'm alone who has this kind problems.
