I need to make some adjustments to the screen that comes up when one makes an error posting entries to the guestbook (picture too big, flood control in effect, etc.)

Where do I find that screen?

I need to adjust the font size, color, etc., and maybe add some stuff. The english.php seems only to contain the canned text for the screen.
