what does this mean ?

Fatal error: Failed opening required '//include/config.inc.php' (include_path='.:/opt/php4/lib/php') in /booth.php on line 24

am I stupido, who is trying to run php on an apache that has no
support for php.... ?

but the admin part of the code works fine soo....
