Spanish letters and captcha image isn't showig

For some reason spanish letters arn't showing and are appearing as random characters. The captcha image also seems to not work.also, when I look at the admin panel it gives this error

I'd like to know what the problem is. thanks in advance.

1 - Check the <meta http-equiv="Content-Type" content="text/html; charset=iso-8859-1"> part of lang/spanish.php is set correctly

2 - Yiou have white space before the <?php in your config file.
