Poll Problem- All S's in Admin???

Hi all,
First- best damn install I have ever seen (excellent work).

I have a problem in when I go to admin- all labels are "S".
I was able to fumble through to setting and select English from the Language list (which also said S), and save. At this point- ALL is fine.

As soon as I refresh page, or go to another panel- right back where I was- ALL S's.

I checked the database and english.php is being saved in config.

Additional Notes- PHP 4.1.1 running in CGI-Mode (Powweb host)
