how to bring internationalization in perl script

i am creating an application which uses perl script , the application can send any type of data.i mean data may be chinese, english , japanese depends uup on the regional setting of the system.. my question is that
"how can we write pearl script to accustom all the langauge letters got from the application"

since i trying i could not do it....i need ur help
