Is there any way to make it so that only registered board members can post in the guestbook?

Password protect the directory for your guestbook in your hosts cpanel. An example would be like this. http://www.ravenprom.org/content

The problem with this is that I do not have the passwords for all registered board members. The phpBB encrypts them. Even if it did not I would have to manually add each new member to the .htaccess file, a cumbersome process to say the least.

It would simply be easier to have a function to enable so that those who register to use the message board could then use the guestbook.

And I always thought a "guest" book was for guests!
