You were allowed to vote because the cookie expired.
Change the life time of the cookie in poll_cookire.php its within the firdt ten lines.
Default value is 96 hours. Set it to how many hours there are in a week or something like that.
Another way to allow one vote per person without cookie's (i think) is in the general
settings of the admin panel. Near the bottom there is a drop down menu.
Select check ip or ip table or something like that.
Also search for a lengthy post by me a while on cookie's, ip table/ip checking and logging.

They may show up on the poll because I remember seeing in one of the files
some RGB values. So I guess the poll would still show even if the img's were
not there. I would double check the path to your images.
The only place where you input an email address is if a user of the poll
decides to comment on it and leaves their email address, they leave their
address for you to contact them.

After voting the user will only be able to view the results otherwise they'd be able to vote again.
Though, after voting the original page should load but display the poll' results.
