The tmp and public folders will need to be 777 so that guests can upload images with their entries.

What happens if you set all the files to 755 ?

2 - Where about on your site have you put it since some hosts do not allow permission changes in certain folders.

Well it looks like you need to give the account permission to access the database you have created. You should find the options in the same place you created the database.
